Can a player vote more than once in a will of the council effect if they control extra vote effects?

Short answer
Yes. If an effect grants a player an additional vote, they vote that many times total in any Will of the Council effect.

Will of the Council is a keyword ability defined in CR 701.31. When a Will of the Council spell or ability resolves, each player votes for one of the listed options — but only once by default. However, certain cards (such as Ballot Broker or Brago's Representative) explicitly grant a player additional votes during such elections.

CR 701.31b states that if an effect grants a player additional votes, that player simply votes that many additional times. So if you have an effect giving you one extra vote, you vote twice instead of once. All your votes are cast during the same voting procedure and can be split among different options or stacked on one.

Importantly, CR 701.31c clarifies that the player who cast the Will of the Council spell still votes, and all votes are tallied after everyone has finished voting. Extra votes do not change the timing or structure of the vote — they just increase one player's total contribution to the tally.

Example: The Will of the Council card Brago's Favor is cast. Normally each player votes once. You control Ballot Broker, which gives you an additional vote in council votes. So you vote twice, while each other player votes once. If there are three players, the total vote count is four rather than three.

There is no rule preventing multiple extra-vote effects from stacking on the same player, so controlling two such effects would grant two additional votes (three total), and so on.
