Does Blood Moon change the land type of Urza's Mine and other non-basic lands with special abilities?

Short answer
Yes. Blood Moon overwrites all non-basic lands' subtypes to Mountain, removing Urza's Mine's special land type and tap ability.

Blood Moon's effect reads: 'Nonbasic lands are Mountains.' Under CR 305.7, a land's land types determine its intrinsic mana abilities. Blood Moon applies a continuous effect that changes the subtype of all nonbasic lands to Mountain only, which by CR 207.2c and 305.7 grants the land the intrinsic tap ability to add one red mana and removes all previous subtypes and abilities that derive from those subtypes.

This works under the layer system (CR 613). Blood Moon applies in Layer 4 (type-changing effects), removing Urza's Mine's Urza's Mine subtype, and then in Layer 6 (ability-adding/removing effects), its original activated abilities are stripped because they referenced a type no longer present. The Mountain subtype then grants the basic mountain mana ability via CR 305.7.

Importantly, Blood Moon does not remove abilities that are printed on the card but aren't linked to the land type — however, for Urza's Mine and similar Urza's lands, their special ability ('tap: add one colorless mana; if you control Urza's Power-Plant and Urza's Tower, add two colorless mana instead') is a printed activated ability, NOT an intrinsic type-based ability. Blood Moon does NOT directly delete printed abilities — but CR 613.1d layer effects can. Since Blood Moon sets the type to Mountain, the Urza's Mine loses its Urza's-land subtype, and Gatherer/oracle rulings confirm Blood Moon removes the card's abilities, replacing them with the Mountain mana ability.

Concrete example: You control Urza's Mine and your opponent casts Blood Moon. Your Urza's Mine immediately becomes a Mountain. It no longer has the Urza's Mine subtype or its special tap ability — it can only tap for one red mana, regardless of whether you control Urza's Tower and Urza's Power-Plant.

Note: Basic lands are unaffected by Blood Moon since it only targets nonbasic lands (CR 305.6 defines basic vs. nonbasic lands). Fetch lands, shock lands, and other nonbasic lands all similarly lose their special abilities and subtypes under Blood Moon's effect.
