Does Phyrexian mana in a card's cost count toward its mana value?

Short answer
Yes. Each Phyrexian mana symbol counts as 1 toward the mana value, regardless of whether life or mana was paid.

A card's mana value (formerly called converted mana cost) is calculated from its mana cost as printed in the upper-right corner. Each symbol in that cost contributes a fixed amount, and Phyrexian mana symbols are no exception.

Under CR 202.3, each Phyrexian mana symbol (e.g., {W/P}, {U/P}, {B/P}, etc.) contributes exactly 1 to the card's mana value. This calculation is done from the printed cost and is completely independent of how the cost was actually paid — paying 2 life instead of 1 mana does not change the mana value.

This matters in several common situations: effects that care about mana value (like Condescend, Spell Snare, or Metallic Rebuke), replacement effects, and commander tax all use the fixed printed mana value.

Example: Gitaxian Probe has mana cost {U/P}. Its mana value is always 1, whether you paid {U} or 2 life. An opponent's Spell Snare (which counters spells with mana value 2) cannot counter Gitaxian Probe.

Note that if a Phyrexian mana symbol appears in a hybrid context such as {G/W/P}, it still contributes 1 to the mana value per CR 202.3's general rule that each symbol counts for its numeric value (or 1 for non-generic colored symbols).

HIGH confidence CR 202.3
