Does skipping your draw step prevent you from losing if you have no cards in your library?

Under CR 704.5b, a player loses the game if they are required to draw a card and cannot because their library is empty. The key word is required: the loss happens because of a failed draw attempt, not simply because the library is empty.

Your normal draw step requires you to draw one card (CR 103.4, 504.1). If that draw step is skipped — by an effect like One with Nothing variants, Mystic Remora's cumulative upkeep replacement, or most famously the card Camouflage or enchantments like Eon Hub — no draw is attempted, so no state-based action fires for an empty library.

However, this only protects against the normal draw-step draw. If any other effect during the turn forces you to draw (e.g., an opponent plays Wheel of Fortune targeting you, or a triggered ability says "draw a card"), that is a separate draw requirement and will still cause you to lose if your library is empty at that moment (CR 704.5b).

Concrete example: You control Eon Hub, which skips all upkeep steps, and your opponent enchants you with Psychic Possession (which says you draw whenever they draw). On your turn, Eon Hub skips nothing about your draw step — wait, better example: You have Day's Undoing skipping your end step, but that's unrelated. Classic scenario: You are under the effect of Recycle (skip your draw step). Your library is empty. Your draw step is skipped, so no draw is attempted, and you do not lose from state-based actions at that moment.

Bottom line: skipping the draw step is a valid way to survive an empty library for that turn, but any mandatory draw from any other source will still kill you (CR 704.5b). The protection is real but narrow.
